Blair Gibbs

UK Policy Consultant, Mr. Gibbs led research on crime and justice policy for the Policy Exchange think-tank, and served from 2012-2015 as the policing advisor to the Mayor of London, Boris Johnson, and then senior policy advisor to the UK Justice Secretary, Michael Gove MP. In 2019, he became Special Advisor to the UK Prime Minister for Crime and Justice Policy. Mr. Gibbs was influential in the promotion and eventual adoption of the first court-ordered sobriety program in England, overseeing implementation of the first pilot and helping to secure its expansion. His policy interests include criminal justice reform, and the legalization of cannabis and its health and policing implications. In all of his professional roles Mr. Gibbs has fostered links with academics to inform public policy and convened conferences to foster this exchange between disciplines and across jurisdictions.
